Wisconsin Man Arrested for 7th OWI after found Unconscious in Running Vehicle

A 64-year-old Madison man was arrested for his seventh operating while intoxicated (OWI) offense after officers discovered him and a passenger unconscious inside a running vehicle on June 7.

According to the Fitchburg Police Department, officers responded around 9:00 p.m. and found the vehicle with its engine running. The driver, identified as Elvin Webster, was determined to be impaired at the scene.

During the investigation, authorities learned that Webster had six prior OWI convictions. He was also found to be in violation of multiple legal requirements. As a result, he was booked into the Dane County Jail on the following charges:

  • Operating While Intoxicated – 7th Offense
  • Failure to Install an Ignition Interlock Device
  • Operating While Revoked

Police credited community tips for helping them take action in this case.
“Community involvement plays a vital role in public safety, and tips such as these help our department in keeping the community safe,” the department stated.
